The Planning division of the Development Services Department provides both long range planning and current planning functions.


Current Planning


Current planning functions deal with land use, development and growth. Current planning activities include the review and processing of applications for subdivisions, rezones, conditional use permits, land divisions, signs, and development permits. Planning staff is responsible for gathering and disseminating planning information to the public, other Town departments, the Planning Commission and the Town Council.  ​

Pre-Application Meeting

This meeting is required for all potential projects occurring within the Town limits.  This is an informal meeting, which can be held at the counter, or in a scheduled meeting.  Please contact our office to make sure that staff is available to meet with you.

Site Plan Review - $100 Application Fee

This meeting is a formal application, including a site plan and checklist of items to submit for review.  Various departments staff will review your plan and forward comments to the Planning staff.  There are also several different outside agencies that are invited to attend.  Planning staff or support personnel will schedule a meeting which will generally be held on a Wednesday.  Please contact our staff if you have any questions regarding any information related to the Site Plan Review Meeting.

Zone Change - $400 Application Fee, $10 per acre (rounded up) plus $115 Advertising Fee (per ad) 

Requests to our department for a rezone change on a parcel is generally to assist the owner with other options to further develop their property.  The zone change works in conjunction with the General Plan Land Use Designation; the existing land use and the surrounding land uses.  There will be written notification mailed to owners within a 300 foot buffer, a neighborhood meeting held at the property being rezoned.  All of these factors are evaluated and the findings are presented to the Planning & Zoning Commission. They will vote on staffs recommendation.  This project is also forwarded to the Town Council for their final review and vote.

Planned Area Development (PAD) - $800 Application Fee, $20 per lot, $115 Advertising Fee (per ad)

An application for a Planned Area Development can be submitted alone or in conjunction with a Zone Change.  This is a request for dwelling units which are clustered in order to maximize economy, infrastructure, and open space.  This type of application has the public hearing requirements that follow, which includes: written notification mailed to owners within a 300 foot buffer, Neighborhood Meeting, Planning & Zoning Commission Hearing and the Town Council Meeting.  All of these factors are evaluated and the findings are presented to the Planning & Zoning Commission. They will vote on staffs recommendation.  This project is also forwarded to the Town Council for their final review and vote

Minor Land Division - $45 Application Fee, $15 per lot for newly created parcel

This application is used for the purpose of splitting one parcel into three (3) parcels or less.  All parcels must meet the minimum parcel size under the current zoning.  There are requirements that must be met as outlined in UDO Section 5.2.6 Land Splits Not Requiring a Subdivision.

Preliminary Plat - $800 Application Fee, $20 per lot, $115 Advertising Fee (per ad)

Upon receipt of a completed application submittal the Preliminary Plat will be routed to various departments for review and comments.  This type of application has the public hearing requirements, which includes the Planning & Zoning Commission Hearing and the Town Council Meeting.  Approval by the Town Council constitutes authorization to proceed with preparation and submittal of engineering plans and specification for public infrastructure improvements and the final plat.  Preliminary Plat approval does not assure final plat approval and shall expire within one (1) year of approval if a final plat is not submitted per UDO Section 5.2.3 Preliminary Plat. Please read this section of the UDO to familiarize yourself with all conditions regarding this plat.

Final Plat - $800 Application Fee, $20 per lot, $115 Advertising Fee (per ad)

The Final Plat involves the final design of the subdivision, final CC&R's, and various documentation found in UDO Section 5.2.5 Final Plat.  Final Plats must be submitted within one (1) year of the approved Preliminary Plat.  Upon receipt of a completed application submittal the Final Plat will be routed to various departments for review and comments.  This type of application has the public hearing requirements that follow, which includes:  Planning & Zoning Commission Hearing and the Town Council Meeting. 

Conditional Use Permit - $400 Application Fee, $115 Advertising Fee (per ad)

Application shall be filed with the Development Service office which will include narrative explaining why this is requested, drawings and other documents as required.  There will be public hearings which includes written notification mailed to owners within a 300 foot buffer, a Neighborhood Meeting, the Planning & Zoning Commission hearing and the Town Council Meeting.  To view the complete list of requirements see UDO Section 1.9.3 Conditional Use Permits.
